I've never heard this expression, and I don't know what it means.

Are you sure you have written it correctly? eg was it 'to' or 'of'?

That's what I take it to mean. We don't use that expression in the UK. We might say "hand on heart."

Yes he is swearing on it. As I said I haven't come across the expression in the UK.

I think he's saying "that's the hand to ***" -- not "the hand of ***." I think it's a odd variation of "hand to ***" or "my hand to ***" meaning "I raise my hand and swear to ***."
