What does "it" mean in this sentence

Hi.. I found this sentence in my dictionary. I don`t think "it" in this sentence refers anything, but must be a usage of something that I don`t know well.

> I have always made it a principle never to borrow nor to lend money. (This is just a single sentence)

"made it a principle to ()" seems an idiom as it has been shown itself.
