What does it mean by Raiding the cookie Jar

I am reading a passage
"second, there is no reason to believe that responsible leaders will inherently be raiding the cookie jar to act upon their(stakeholders) beliefs"

I try to search for the meaning of "raiding the cookie jar", but only those sentences are using it.
What does it mean?
