In this case what does 'have we ***' means? They haven't been on the pool?

In my experience, this kind of comment is very context-dependent. It can be an emphatic 'no', or an emphatic 'yes'.

eg We have a swimming pool. Have we ever been in it? Have we f**k. We spend 6 hours a day in it!
