The meaning is not clear. What kind of competition is it? Is it an academic competition of some kind?

It might be permission, but probably not since you are apparently an adult. It might simply be a statement that you are a student at xxxx and you are studying yyyyyy.

I need this letter of endorsement because i don't have any english certificate proof.

You seem to have answered your own question.

Just ask a faculty member to write whatever needs to be said about your English.
