What does "industry" mean here?

Does it mean "the people or companies engaged in a particular kind of commercial enterprise" here?

Context:

Hi,

In this case, I think it is a director who does no real work and who is appointed only to permit taxes to be avoided, eg by allowing the company to meet the rules for being registered in some country where taxes are low.

I didn't reread the link, but I think that's the idea.
