what does 'in full molt(moult)' means?

I'm reading an article about ducks and wondering what 'in full molt(moult)' means.

Does it mean 'A state that a duck loose its all feathers (for renewal)' or 'A state that a duck have gotten new feathers completely (as a result of shedding and replacing feathers)'?

Thank you for reading and your comment will help me a lot :-)
