What does "if uninspired" mean?

I notice that people use "if uninspired" a lot when they review something and it is often used after some positive words like "good" . Could anybody please tell me what it means? What do people want to express when they used "if uninspired" ?

Thanks in advance.

For example, a work of art might be technically good, but lacking in artistic merit - it doesn't grab the viewer, it doesn't knock you off your feet, it doesn't make you wonder, etc. "
