What does "if" mean in this sentence?

I don't understand how "if" works and means in the sentence below.
Could you explain it??

Ken never mentioned that even if I decide when to start the course by 30th July it might not mean anything "if" the department didn’t approve my deferral request.

Actually, the sentence includes three negatives, which confused me a lot!!
The first negative "never" seems to work simple so I think I can understand. Just it means Ken didn't mention something, right?
But I don't understand what this part:

it might not mean anything if the department didn’t approve my deferral request" means.

There are two negatives, so, it means positive??

"It means something if the department approves my deferral request."

Is it so?? Actually I can't understand this sentence either...

H M Just it means Ken didn't mention something, right? This is what Ken didn't ever mention: " even if I decide when to start the course by 30th July, it might not mean anything "if" the department didn’t approve my deferral request. I am Ken, and even if I decide when to start the course, It will mean nothing when the decision(made by the departmet) comes (30th July), the choice is not mine.

Does not matter if I choose when to start the course, If they(the members of the department) don't approve (such approval will happen by 30th July), I'm not going to be selected.
