What does " how can it be" mean?

" how can it be" just popped into my head when I was trying to express something is similar to "how does it happen".

I was wondering whether they have similar / same meaning that I couldn't find the meaning of "how can it be" when googling. Thanks.

When you find it hard to believe that something is the way it is, such as a lady is the manager of a men’s soccer team or cricket team, you might exclaim “but how can it be?” How can that be true? How could a tomato be blue?
I couldn’t find it either in Google.
