What does he mean?

Hi. I am trying to translate something. But could not understand what the author means here:

He was just a crazy Indian who parlayed a good passing arm, dark eyes and his nuttiness into a new religion.

'to parlay a passing arm' ? What do you think he means.

Thanks in advance.

The reference is probably to American football. He was athletic. He had a good passing arm means he could throw a ball far.
