What does he have to do? / what should he do?

Hi teachers,
Context:
So who did murder the President, then? Felix asked.
I don’t know, Marta said. You’re the policeman. You go and find the murderer. But I can tell you one thing. You can begin with the new President. He’s got a murderer’s face.

According to Marta, what does Felix have to do? He has to go and find the murderer.
According to Marta, what should Felix do? He should go and find the murderer.

Better in present or in past? I guess it just depends on the point of view of the reader, doesn't it?
