What does h' mean?

Yesterday I read a book and I saw this strange sentences.

"Please take that h' animal out of here. Such h' animals is not allowed in museums h' except when they are in the glass case clearly labelled."

What does h' mean? is it a contraction of a word?

Thanks in advance.
