What does "for" mean?

He,for all his sins,still has a son.

Does it mean "on account of" or "at a price of" in here?

It means "despite". However, as far as I can think, this meaning occurs only in the phrase "for all his/my/its/etc. ", so it is probably easier to consider that as a set phrase or idiom.
