What does "by the latest" mean?

Hi, guys. So I came across this sentence: "Send your CV and application letter by the latest June 10th, 2019."

Does this means the same as "at the latest"? So I should send them no later than June 10th?
Or does it means I should send them on June 10th?

I haven't got any explanation about the phrase "by the latest" so I'm kind of confused, since according to my logic I should send it before June 10th. But if I translate the sentence, it states that I should send them on June 10th.
