What does ' but ' means ?

A little lazy in the end but he has done everything but take India over the line.

can anybody please explain what ' but ' means actually in the above sentence .

If you mean the second "but" it means unless wich means that this guy you are talking about did everything whereas he didn't take india over the line. I think the closest word to this "but" is "unless"
