What does "burr in the saddle" mean?

Could somebody let me know what "the burr in the saddle" means as in the following sentence?

"So whether there's a good solution, now you at least have a use-case to visualize the burr in the saddle."

Normally, "burr "under" not "in" one's saddle" also (but much less common) "burr under one's blanket"

If it is burr under the saddle---then the meaning is 'to be irritated by something'.

I believe the "burr under one's blanket" is a derivation of a "burr under the saddle blanket," or the blanket one puts on the horse's back before putting on the saddle. In this regard it could mean that there is a clear irritation the cause of which is not readily or easily relieved, or for that matter, apparent.
