what does "be like" really mean?

I've a lot of videos on the internet with titles like "girls be like" "guys be like" or "Drake be like" "Justin Bieber be like" Does it mean this is something girls or the person would do or say if they were in a certain situation? Should be "would be like" and people just like to shorten it?

In California, you may hear different versions of that type of slang: "girls are like..." or "he was all..."

More formal ways would be: "he said..." "girls typically say..." "he acts like..."
