What does "barely readable" mean?

I've mentioned a fact about a text file, which is "The file is barely readable". Please I have two questions:


1- Does "barely readable" give the same meaning as "it is very difficult to read it in term of difficulty ,not visually"?

2- How can I say that "the file is barely readable not just for human, but also for feature recognition systems"?

barely readable ~ almost unreadable

It can be either meaning — difficult to understand or difficult to decipher by eye. The first meaning that comes to mind for me is the visual meaning.
