What does "at any one time" mean?

If I want to say the maximum amount of money in my account during last year is $9,000 no matter how many times I deposit or withdraw, is it right to say "the maximum amount of money in my account at any one time during last year is $9,000."

Also, in formal letters, how to I write 9000 dollars?

which one should I write it like or is there something else:

$9,000.00

$9,000

nine thousand dollars
