What does "as a critical political issue" modify?

When the British Crown took over the territory in the later eighteenth century, the new colonial masters were immediately faced with the question as a critical political issue.

1. Is the sentence above correct English and grammatical?

2. What does "as a critical political issue" modify? I think "as a critical political issue" modifies "the question".

3. If 1,2 are right, is this sentence "I'm done with the work as a last thing to do" correct and grammatical and is "as a last thing to do" referring to "the work" ?
