What does All Lines are Open mean?

I came across the below sentences.

1. "Our hot water temp is tepid. No leaks, all lines are open, the burner is working, the tank is not old, it's gas. What do you think?"

2. ‘All lines are open’ as the US hurtles towards fiscal cliff

Dear friends, what does all lines are open means? In the 2 examples above, do they mean the same thing?
