What does "advance preview" mean here?

But the war against red tape has dominated advance previews.

Yes, I still suggest that it is poorly written: 'advance previews' is redundant. What is meant is either 'previews' or 'advance notices'. Both of those mean 'general information about content which is released before the actual report is made public.'
