what does "Administering justice" mean

i've looked up the dictionary i know what both words mean 'individually' but not when they are combined into two.

Can anyone explain it to me. Thanks?

I am not able to get back the original context now

I am not using English as my first language.

I understand what "administer" and "justice" mean (individually) in my language, but when they are used together my understanding doesn't make sense.

What possible meanings could it carry? Any example? I can try to understand from the example.

The police said Tom robbed a bank. Tom said he didn't.
The judge was in charge of finding the truth in his court room.

As I said I understood both words individually without problems. I know what 'administer' is and what 'judge' is but I simply don't understand what it means when they come together.
