What does 'a man of universal culture' mean?

Hi everyone,

Can someone please tell me what 'a man of universal culture' means exactly?

For example, when the United Nations say Albert Einstein was a man of universal culture, do they mean that he influenced the whole world culturally, or do they mean that he was a symbol of the world's common culture?
