What does a factor of two means?

The whole sentence is "In Europe, where the number of languages varies by a factor of two according to the criteria used to define them, 123 languages are spoken...."

In this context it means multiplied by two or divided by two. So if the number of languages is, as the sentence states, taken as 123 then the real number could be as low as 62 or as high as 246. I have to say that seems like a very large margin of uncertainty.
