What does "a case of form" mean?

According to traditional Chinese medicine, sea cucumber has the male-energizing properties vis-a-vis its phallic ability to harden and squirt when under threat.

Chinese TCM believes that sea cucumber will lower pressure and improve hardening arteries. I am unsure if this is again more a case of form rather than substance in the likes of the phallic fantasies.

It means that they base their findings on the physical manifestations of the sea cucumber (such as hardening and squirting ) rather than on evidence observed in humans using sea cucumber derivatives.

These physical manifestations are referred to as "form" as opposed to "substance" or "content".
