What do/does “the Blue Zones” mean?

Suppose I found somewhere a pharase “the Blue Zones” and I don’t know what it means.

Should I say,

(a) What does “the Blue Zones” mean?

or

(b) What do “the Blue Zones” mean?

I assume (a) is right, but I’m not sure.
