what do you think the verb 'does' means in the sentence?

Here is the sentence :

Never before in history has there ever been a political plan to achieve anything that has the potential to achieve as much as my plan for achieving World Peace does.

The last word in the sentence, 'does', is my question.

What can it possibly mean? I think it is there to replace some verb or phrase in the sentence, but I cannot be sure about what it is.

As I see it, 'would achieve' would be possible, and maybe 'has the potential to achieve'.

What do you think the word 'does' most likely means?

I'd say 'does' replaces 'has'.

Never ... anything that has the potential (to achieve so much) as my plan [has / does] (the potential to achieve).

I thought 'has the potential' would be the meaning that 'does' carries on reading the sentence.
However, on second thought, I found myself confused because, I thought that the writer was comparing his 'plan for achieving World Peace' with any plan that has ever been before in history, and thought that he was saying that 'his plan' is better than any other plan in history.

Considering this, and if does replaces has (the potential), then isn't it like this when it's hierarchically drawn?

This is what I thought. I thought my plan was not being compared with 'political plan in history' in equal semantic level if 'does' means 'has the potential~'. It would rather be campared with 'anything'.

Well, it's just what I thought and I am not sure about it, so still very curious and eager to hear from all the teachers here

What I tried was to show that there was a possiblity of understanding this sentence 'plan in history' was not being compared with 'my plan' , by writing the sentence hierarchically organized.

1. I thought 'plan before in history' was being compared with 'my plan', and it made the most sense.
2. But, as I read it several times, because of the sentence structure, I thought 'does' might possibly mean 'would achieve', and then it sounded awkward. (if so, 'my plan' is compared to 'anything'..?)
3. Can 'does' replace 'to achieve' or 'would achieve'? I didn't think so. As I think, because it's a verb form, so it can only replace a verb form.
4. So 'does' would mean 'has the potential'.

But still, I don't like this sentence. If I rewrite the sentence it becomes :

Never before in history has there ever been a political plan to achieve anything that has the potential to achieve as much as my plan for achieving World Peace has the potential to achieve.

...I don't know, maybe it's because I'm not form an English speaking area, but this sentence looks very rambling.

So, I wanted to see what native English speakers would understand this sentence.
