what do you think the verb 'does' means in the sentence?

Here is the sentence :

Never before in history has there ever been a political plan to achieve anything that has the potential to achieve as much as my plan for achieving World Peace does.

The last word in the sentence, 'does', is my question.

What can it possibly mean? I think it is there to replace some verb or phrase in the sentence, but I cannot be sure about what it is.

As I see it, 'would achieve' would be possible, and maybe 'has the potential to achieve'.

I'd say 'does' replaces 'has'.

Never ... anything that has the potential (to achieve so much) as my plan [has / does] (the potential to achieve).

What I tried was to show that there was a possiblity of understanding this sentence 'plan in history' was not being compared with 'my plan' , by writing the sentence hierarchically organized.

1. I thought 'plan before in history' was being compared with 'my plan', and it made the most sense.
