What do you mean by a sentence?

She who is a Vietnamese told me "viet sai tum lum".
So I couldn't catch what she mean with it.
So I asked her, what do you mean by viet sai tum lum?
But,

Is that expression " What do you mean by viet sai tum lum?" a right expression?
By is a preposition, not a conjunction.
Should I ask, what do you mean by that expression viet sai tum lum?
Is it okay "what do you mean by viet sai tum lum" ?

In fact, what I wanted to know is, as far as I know, "By" can't be a conjunction, Even though it is like that, it could bring a sentence. I was wondering if it has another function as conjunction.

Son James, "By"is a preposition. It is certainly not a conjuction.

Your sentence has no difference from that one " what do\did you mean by that\ by saying those words. You can assume the meaning of "by" as the preposition "with" in terms of that aspect.
