I know that stretch suv is a long kind of car, and I see the metaphor in the text, as well. but what is the whole meaning, especially the last two sentences.

This sounds to me like a personal criticism of a specific person's behavior on a specific occasion.
The point of view seems to be,
Actions speak louder than words / Money talks; bull#### walks.

The author seems to have a dog in the fight. He doesn't sound like just another reporter.
If we knew more about the people involved, it might make more sense.

"Just keep your mouth shut and let your (even more expensive hybrid) vehicle speak for you.
This is supposed to be a class operation! Quit acting like a jerk."

I guess stretch hybrids would not necessarily be more expensive, just very rare / special at this point in time.

"Carbon offsets" is a hot political issue right now. I suspect that the "awards ceremony" referred to was for awards by "green" organizations, or people promoting the reduction of carbon in the atmosphere.

I'm sorry I missed the connection in my first post. The point is still basically the same. (Actions speak louder than words.)

If the guy is getting an award for helping to reduce carbon in the atmosphere, he shouldn't be driving a car that burns extra gasoline. The "stretch hybrid" would be making fun of the guy tongue-in-cheek. If it were a hybrid it would use less gas than a regular stretch vehicle.
Unfortunately, only two of them have been made, and one is not yet in operation.

The comment about a stretch hybrid is sarcastic, I believe.

The person is being driven around in a stretch limo, which gets terrible gas mileage and contribute a lot of greenhouse gases. Instead of doing that and then buying carbon offsets, he should use a form of transportation that does not get such awful mileage. You don't have to show up in a Prius, but a more conservative vehicle with better gas mileage would be a better step. "If you insist on acting as though you are so important that you require a huge stretch limo, then make it one that gets better mileage."

So useful. I really thank you. Now I get the role of HYBRID here. And one more thing, carbon offsets and carbon footprints both mean the same?

I'd say that "carbon footprint" is psuedo-scientific, and "carbon offset" is political.

It should be possible to calculate/measure the amount of CO2 a company is actually releasing into the air (footprint).

"Carbon offset" is a concept created through legislation. Companies are allowed to release a certain amount of CO2. If they don't need their full allotment, they may sell the balance to companies who need to release "more than their share."
