What do these mean?

I was watching a film. And someone who is in the film said 'red tape'. What is a red tape? I can't find it in my dictionary. I also ask about the word 'crush on'. I heard the word many times in the films that I watch. e.g I will crush on you.

"Red Tape" usually refers to "bureaucratic controls" of a government or an institutional set up. It also means, then, that those controls are in the way of a more efficient completion of the work. An example: "The government red tape ensured, that, the approval for the construction project was delayed"

Yes; with 'to have a crush on', the feeling of intense interest is not necessarily reciprocated.

Sometimes 'to have a crush on' is used when a schoolgirl has an obsession (not necessarily sexual) with a female teacher.

'I will crush on you' seems a slightly unusual formation, though. We don't usually state our intent to have a crush on someone. It tends to be more spontaneous.
