What do " narrow but generous prejudices" mean exactly?

"Goldman with her organizing flair and practical disposition, her narrow but generous prejudices, and her self-importance, typical of American women devoted to social work." - Victor Serge in <Memoir of a revolutionary>

I got what he meant, but not clearly.
Do "narrow but generous prejudices" mean that she has a little prejudices and still deals with them with generosity
or that she is generous but has strong bias?
