What do I need?

Question

What do I need to do to speak English fluently? Do I need to learn all that vocabulary before everything? I have been learning it for the last 8years but still I get stuck when speaking or writing. Even in this post you might find many grammatical errors. Is that I am lazy to understand it?

I think to speak English you need to:
1) Firstly, speak English. Do you have any English-speaking acquaintances? Any foreigner will do. Get to know foreign students in your town, for example. Just dare speak without thinking whether you have an appropriate vocabulary or not. If you do not know the precise word, you can always describe the thing. Perhaps the person you're talking to (here the precise word is interlocutor) will tell you the right word

2) Secondly, that will help if you feel admiration for the language. The classic British literature will certainly be useful in terms of understanding the workings of the language. Choose what you like. I personally like novels.
3) Thirdly, there's BBC after all. I'd like to introduce you a nice page http://www.bbc.co.uk/worldservice/learningenglish/ there various series can be found. I used to listen to them when traveling by bus in the morning. Since then, many new were added.
4) Watching movies is a very good idea. Before you understand most of the replicas, you may watch the same movie quite a few times.
5) Some day you will find it possible to listen to The New Yorker podcast http://www.newyorker.com/online/podcasts/fiction

6) Try to make English personal. Paint the language with the colors with your own life. Give the things around English names, describe your feelings in English. Try to make the language a means of expressing yourself.
Actually, the trick is still doing what you like, just doing it in the context of the English language.

NO! You can learn vocabulary gradually at the same time you are learning to speak grammatically. You can speak fluently with correct grammar even if your vocabulary is somewhat limited.

Learning to speak fluently requires a lot of repetition of phrases. Saying individual words won't help at all. You have to get to the point where you can say whole phrases automatically, without even thinking about them, and you can't do that without saying them aloud again and again. So if you are not doing that in the time you spend practicing your English, you're missing out on an important part of gaining fluency.

The skill of speaking fluently has a strong physical component involving muscle control, just as does the skill of throwing a ball or dancing. You have to train the muscles of your mouth to respond quickly and correctly to your thoughts, and to do that you have to practice using those muscles by repeating phrases aloud again and again.

Choose phrases that are related to the things you like to talk about in your own daily activities.
