What do I need?

What do I need to do to speak English fluently? Do I need to learn all that vocabulary before everything? I have been learning it for the last 8years but still I get stuck when speaking or writing. Even in this post you might find many grammatical errors. Is that I am lazy to understand it?

NO! You can learn vocabulary gradually at the same time you are learning to speak grammatically. You can speak fluently with correct grammar even if your vocabulary is somewhat limited.
