What did they do? vs What did they all do?

Hi teachers,
If the answer is, 'They walked to the park and had a picnic.
What's the difference in these two questions? Does 'all' only emphasize the pronoun, 'they'?
a) What did they do?
b) What did they all do?

I believe some books say that. Yes. I believe it's also called a determiner and 'the universal quantifier'.
