What did Chairman Howard Bernan mean with "you're going to encourage him"?

At the end of the video, Chairman Howard Bernan ends the sweet talk between Hillary and Ron Paul with "you're going to encourage him". What does this imply?

On a higher implied level (is there a better word for this?), does he mean Hillary's compliments will 'encourage' Ron Paul to run again for president and take up some of the votes?

Hi,

It's just a light-hearted, casual remark. It's something that is quite commonly said. It typically just means ' You're goimg to encourage him to keep on talking or doing whatever he is doing.'

I don't recommend that you try to find a deeper meaning in it.

Best wishes, Clive
