What could he have been thinking of?

There is a sentence from Harry Potter and philospher's stone. When strange things begin to occur around Mr. Dursley he is very much distressed. Then near his car parking he sees a cat who was reading a map. Mr.Dursley gets more confused. There is a sentence about Mr. Dursley there, 'What could he have been thinking of? It must have been a trick of light.' What is the meaning of 'what could he have been thinking of?

It was on the corner of the street that he noticed the first sign of something peculiar — a cat reading a map. For a second, Mr. Dursley didn't realize what he had seen — then he jerked his head around to look again. There was a tabby cat standing on the corner of Privet Drive, but there wasn't a map in sight. What could he have been thinking of? It must have been a trick of the light.

But I'm already accustomed to 'word orders'. It is what is meant by 'could have been -ing' that I want to know.
I have learned that 'could have past participle' is used when you are saying that it was possible for someone to do something in the past but they did not try. But I have not learned of or seen 'could have been -ing' ever.
