we proposed to create a Superintendent’s Taskforce entitled Opportunities to Learn whose charge would be “to identify, collect, and analyze appropriate data and to formulate cost effective strategies, programs, activities, and other initiatives, which encourage and support broader numbers of students to achieve proficiency and success in rigorous academic courses.”
