What can you omit in titles?

I see "a"s or "the"s can be omitted in titles of newspapers or signs. e.g.) "Man nabbed in sect car with gas mask" or "In emergency use hummer to break windows" should be acceptable although they are grammatically incorrect.

My question is that is there any other words you omit customarily in this kind of sentences?

mitsuwao23 "In emergency use hummer to break windows" A "Hummer" is a Humvee. It is no longer in production. I see these gas-guzzlers on the streets sometimes, and they certainly could break any window with no effort at all!
