What but not that which

Hi

i have a student who I told that 'what' when not used in question can be replaced by "that which". e.g. - what remains is of no use, that which remains is of no use.

Why does it not sound correct when one says 'I couldn't decide that which I was going to major in'? Why must it be 'what I was going to major in'?
