what BrEng dialect is it?

Hi,

(1) If a BrEng speaker pronounces the 'u' in the nouns cup and bus as the 'u' in the verb to put, what part of the UK do you think this person is from? What do you call such a dialect?

(2) Are there "similar" dialects in the US (meaning in which cup/bus are pronounced close to coop/boos?

1. I'd say they were from Liverpool.

2. I know of no similar dialect in the U.S.
