"What are you saying that I did wrong?"

I have seen this sentence, "What are you saying that I did wrong?" and I was wondering if "that" is needed in the sentence? As far as I know, what functions as a conjunction so we do not need "that" or is the sentence correct? And then how about this one, "Who do you think that you are?" What do you native English speakers think?

It’s wrong. The subordinator that is used in declarative, not interrogative, content clauses (I told John (that) he could come over).
