What are these definitions of the word "consummate" implying? Please help me

The word 'consummate' in its adjective sense is defined by The Free Dictionary as follows:

"1. Complete or perfect in every respect: consummate happiness. See Synonyms at perfect.
2. Complete; utter: a consummate bore."
