What does the dot on ?´, ?´ function as? I searched for it but I could not find any words except for the word and any explanations so could you tell me what it functions as and when to use it and how to pronounce it?

Hans51What does the dot on ?´, ?´ function as?
It usually means "high tone", but, English not being a tonal language, I suspect that it's being used here to indicate primary stress.
