Do holidays incude weekends?How to understand this: Employers should give their staff at least four weeks of holidays a year to make employees better at their jobs

Generally speaking, holidays are different from weekends, but sometimes the two coincide with one another when the holiday lasts for several days.
In case of your example the word "holiday" suits properly and this four-week period obviously includes some weekends.

Hardly ever an employer give his employees four weeks in a row. Just in special cases. If this happens, then there must be some weekends included.

Holidays do not include weekends, if measured in hours. As in, 'you have 40 hours of vacation coming' means you can take two weekends and five days in between for vacation, given 8 hours is a 'day's work' for a salary man. If measured in weeks, as in, 'OK you can have three weeks off for your holiday', those are seven-day weeks including the weekends, which would have been free anyway, for a wage worker. And then if your contract calls for 7/12s, then you don't get a vacation, because it's a short-term contract you have taken for the overtime pay. Finally, if your employer considers you an 'independent contractor', even though you only have the one employer and they are directing your hours for work, then you should be caned for giving away your free time so cheaply, and any chance of having a vacation from work.
