what appears to be vs What appear to be

can you help me on this grammar issue.

For years historians claimed that pasta was introduced to Europe around 1295; however, archaeologists have uncovered what appears to be pasta-making devices that date back even earlier.

In the above quoted sentence, the issue is about "what appears to be " or what appear to be" Which one is correct ? Alternatively, other issues may be present which I do not know.
