What an earth or what on earth?

Is it: what An earth is going on?
or:
what On earth is going on?

Stupid question, I know, but I'm not really sure what the answer is and this seemed like the best place to go to. (And, yes, I do know not to use the capitals but it's just to make the difference between the two clear)
