What a [a figure billowed] means ?

Hello All ;

what does [Beyond me, shocking in the half light of the fleeting moon, a figure billowed helplessly in a sodden hooped skirt.] means?

i underlined the words which make me confused

they look have special meaning in the context...

The hoop skirt was very fashionable in the 1800s. The hoops were rings made of stiff material and the skirt material was sewn to the hoops.
