In the sentence below,
ex. For who(m) were they eager to win the prize?
Can it be true that this sentence are ambiguous in respect to its syntactic structure?

1. They were eager for whom to win the prize. (as the subject of the infinitival)
2. They were eager to win the prize for whom. (as the adjunct attached to Verb Phrase.)
