I mean, we have been saying that we would hang since your Santa Monica College days.

Or

I mean, we had been saying that we would hang since your Santa Monica College days.

Which one is the correct one?

And it still hasn't happened yet.

Hi, #1. Present Perfect - for past up to the present. I assume 'hang' is slang for what older people would say as' hang out together'.

Present Perfect - for past up to the present.

I assume 'hang' is slang for what older people would say as' hang out together'. I haven't heard just 'hang'.
